install npm, angular CLI, and devkit build-angular

Hello,

I'm trying to install devkit build-angular but it doesnt work. My angular CLI don't recognize my angular version and typescript version.

I'm trying different thing to solve my problem but noone worked

Do you have any suggestion

What commands are you using to install it? What errors do you get?
