Any chance for quick books intuit API to be added to free tier waitlist?

I am developing an app that uses the quickbooks intuit API. However, I am getting this error...

(Caused by ProxyError('Cannot connect to proxy.', OSError('Tunnel connection failed: 403 Forbidden')))

I believe this is because I have the free tier, and that the QuickBooks intuit address is not whitelisted.

I would need both the sandbox and production URLs, which are https://sandbox-quickbooks.api.intuit.co and https://quickbooks.api.intuit.com, respectively. Also, this one https://oauth.platform.intuit.com/ for refreshing tokens.

The API is well structured and includes a lot of documentation: https://developer.intuit.com/app/developer/qbo/docs/api/accounting/most-commonly-used/account

Please let me know what I have to do for this to be whitelisted.
