Besides turning off serving the web app someway without deleting it, is there anything else it does?

Does disabling it lower the number of web apps currently running? I could see either switching which apps are running under my allowed cap. Or disabling a web app allowing me to reduce my cap to save some money.

A disabled web app does not count towards your total number of web apps in use, so if you disable a web app, you can use the slot for another one.
