I was trying out the "Fetch process list", removed one process too many and now cannot start Jupyter notebook - I received the following error message. May I ask how I can restart Jupyterhub or something else to fix the problem? Thank you.

Rather too few than too many. Look for anything like sudospawner, kernel or ipython on your process list.
Thank you. All processes have been removed and there is nothing left in the "Process List", but unfortunately still got the 503 Proxy Target Missing error when I opened a Jupyter notebook.
That sounds strange. Does this happen for new notebooks? Or just for existing ones?
Both cases. Cannot start from existing notebooks and cannot create and start new ones. Still getting that 503 Proxy Target Missing error. Sorry for causing this trouble but could you please help check it?
