I would like to change from paypal to credit card but can't due to the fact that my IP address is in France whereas my credit card was issued in Morocco.

This is normal because I reside in Morocco but I am currently in France on vacation.

It seems wrong to me that I cant' change payment settings while on vacation.

We agree! It's a crazy situation, but unfortunately it's European Union law that the IP address and the card country have to match if either of them is in the EU.
