If someone shares a console with me using my email address and not my username, when I click on the console link in the email, the page it takes me to has a sidebar asking me to sign up for a PA account...even if I'm already logged in. If the person uses my account name instead, that sidebar doesn't appear.

That sounds like a bug -- we should pick up on the fact that you're logged in, even if the email address they use is different to the one you signed up with. I'll put it into our bug tracking system.
