So in the getting a custom account it has a minimum requirement forother things which i dont use i only want disk space is there any way i can do that? and what happens if my card declines during a payment and i have custom disk space does the extra data gets deleted?

The basic plan you can upgrade to is Developer. If your account gets downgraded due to failed payments, we don't delete any data (unless you abandon the account and don't use it, but we always send warning emails before deletion). However if your account uses more disk space than the quota allows it may become unusable.
