I'm creating a service for generating presentations. It works via JSON API. I need to launch a chat bot that makes HTTP requests to my server api-prbot.ru. Can I do this on a free account?

You'd need to get that hostname added to the allowlist -- if there's official API documentation for it, that should be fine -- just use the instructions on this help page.
