I am having trouble in accessing sql server due to timed out issue.

I have two computers which have exactly same setting (including password to the sql server and pythonanywhere account) and one (in my office) works fine, while another (in my home) not.

I guess the later may blocked from the server for some reason...but I am not sure. Could you help me out?

It's possible that you somehow got blocked, yes. We'd need to know your IP address to check, and it's probably not wise to post those here in the public forums -- perhaps you can send us a message using the "Send feedback" link at the top of the page, with the URL of this forum thread (so that we know what it's about) and the IP address of the machine that the access doesn't work from.
