I'm facing the same issue with IMDb APIs. I tried hitting https://www.imdb.com/title/tt0816692/reviews?ref_=tt_ov_rt but got the same 403 exception mentioned by the OP above. There is an official API documentation for IMDb API here. Can you please get it whitelisted ?

Their API does not appear to be a standard REST API with a published endpoint. You appear to need to connect through the AWS marketplace (https://developer.imdb.com/documentation/api-documentation/getting-access/?ref_=side_nav) so you will not be able to use the imdb api from PythonAnywhere.
