Will we ever get Tensorflow 2 on free accounts, or is the package just too big?

It's likely (pretty much certain) that our next system image will have it. The pre-installed packages don't take up any extra disk space per-account -- all accounts use the same version on disk, and it's overlaid into each account's filesystem.

We're planning on having a new system image with updated Python packages, OS packages, and Python 3.9 by the end of the year, though that's not guaranteed.
