hi, When I finish all the development on the website and it is hosted online (used by users), does the monthly subscription stop? Or does it continue as long as the website is online?

There's a free hosting option. If you need resources beyond the free account then you need to maintain a monthly subscription. Your app continues to use database/server/network resources after deployment.

What services would I NOT get with the free account? Would my website still run using my domain name? How many users would be able to use it (noticed bandwidth is much lesser)?
