I have several videos on my site that are only about 5 seconds long, but they are taking 30-60 seconds to load. I have a Web dev account but I don't know if this is enough to load videos in a timely manner?

it really depends on how big your videos are (eg: is the 5s video 200MB?), and how you are loading them. (eg: are they being loaded as static files?)
