Got a proxy error (Caused by ProxyError('Cannot connect to proxy.', OSError('Tunnel connection failed: 403 Forbidden',)))"

I am trying to connect this API https://marketcheck-prod.apigee.net/v1/vin and I am getting OSError('Tunnel connection failed: 403 Forbidden',))),I am not sure wheter this is whitelisted or not here because locally my code is running fine.

If they have a publicly documented API, send us a link to the documentation page that shows what url they publish the API on and we'll consider it for inclusion in the whitelist.
