Why can not I work with the "pyrogram" library on your site? Have you blocked it? This library does not run on your site just! It works well in vps.
Will this be the problem? Even after upgrading My account?

Free accounts on PythonAnywhere have restricted Internet access; they can make HTTP and HTTPS requests to sites on a whitelist.
It looks like that package is making a non-HTTP, non-HTTPS connection, which is why it is being blocked. It would work on a paid account -- they have unrestricted Internet access.
