I may be a complete idiot - but when I click the download button on a file, I'm taken to the editor and it is not downloaded. I'm using Firefox 62.0.3 on Ubuntu. Am I missing something?

Download not working?
Are you clicking on the little box with the arrow, or the edit button to the right of it. Are you sure your mouse is registering the click where you think it is? Perhaps the click area of your cursor is to the right of where you think it is.

Exactly the same for me, trying to download a .txt file from my files. The download button is the only one available, there is no edit button, when clicking on download I am just taken to a view of the file with no download option.
Yes, that is the default behaviour -- depending on the browser you're using, you can either save it with right clicking mouse and choosing "Save as", or highlighting the text and copying to a local file.
