Why am I getting put in the tarpit on days when I'm not using the cpu?

I know there is some process that is running that is burning my cpu time, but I don't have any consoles running. Any idea what I am missing?

If you're leaving your notebooks running, they continually sip at cpu. You can kill the notebook processes from the Process list on the Consoles page to stop this from happening.
